Political will, necessary to fight corruption - Ayoola - By - posted on Thursday 10th December 2009 THE fight against corruption in Nigeria will not succeed if there is no political will to support the piece of legislation that set up anti-corruption agencies.
This was the submission of the chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Justice Emmanuel Ayoola, at a public hearing on a bill to amend the act that set up the commission on Wednesday.
He said the government should be able to support the agencies in words and deeds.
Justice Ayoola, while giving his suggestion on the amendment of the act, said the Anti-Corruption and Transparency Monitoring Units (ACtUS) in the ministries departments and agencies (MDAS) should be given statutory backing as organs of the commission.
He wanted the act amended to provide for a funding base for the commission such that it would not be dependent on the executive arm of government.
Such funding, he added, should be like that of Education Trust Fund (ETF) or the Universal Basic Education (UBE) scheme.
The amendment of the act, he said, should deal with corruption in the private sector and to establish, more expressly than hitherto, as criminal offences, when committed intentionally in the course of business activity.
